Union Minister of Consumer Affairs, Food and Public Distribution Shri Prahlad Joshi launched ‘Anna Chakra’ and SCAN Portal (Subsidy Claim Application for NFSA) to modernize India’s Public Distribution System (PDS) and streamline subsidy claim processes. This makes the initiative unique which helps improve the speed and efficiency of the world’s largest food security program providing a food safety net to 81 Crore beneficiaries.
It is developed by the Department of Food and Public Distribution in collaboration with the World Food Programme (WFP) and IIT Delhi’s Foundation for Innovation and Technology Transfer (FITT).
Using advanced algorithms to improve PDS logistics and optimize food grain movements across supply chains involving farmers, transporters, warehouses and Fair Price Shops(FPS).
Advanced Algorithms: to find systematic routes for food grain to transport and minimize time and costs for route optimization.
Link with Railways and Logistics Platforms: It is linked to the Freight Operations Information System (FOIS) and PM Gati Shakti, mapping the geo-locations of FPSs and warehouses.
Environmental Benefits: Reduce carbon footprints emerging from transport and contribute to sustainable development.
Cost saving: Estimated savings of ₹250 crore annually.
SCAN Portal (Subsidy Claim Application for NFSA) as the name suggests simplifies and accelerates subsidy claims for states under NFSA.
Single-Window Submission: Streamlines claim submission for states.
Automated Workflow: Uses rule-based automation to process and approve claims.
Efficiency in Subsidy Settlement: Ensures real-time monitoring and faster fund disbursal.
The problem of leaking food grains to the black market
Non-eligible households sometimes receive benefits, while some genuine beneficiaries are excluded.
Corruption at FPS like under-weighing food grains, selling poor-quality foods, or charging higher prices than the expected price decided by the government.
Warehouse storage issues as lack of proper storage lead to grain spoilage and wastage like foodgrains spoiled by rats or climate etc.
Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY): Free distribution of 5 kg of wheat or rice to beneficiaries every month, extended till January 2024.
Antyodaya Anna Yojana (AAY): Provides 35 kg of grains per month at subsidized rates to the household which are eligible
Integrated Management of Public Distribution System (IM-PDS): improving food access to migrant laborers across the country under One Nation, One Ration Card.
Eat Right India movement: The general overall objective is to encourage people to take proper nutritional diets and make people aware of hazards of unsafe foods.
POSHAN Abhiyaan: Its purpose is to make nutritional food available to increase the percentage of non-stunted children, increase the number of non-undernutritious children, and increase the proportion of babies born with low birth weight.
Infrastructure Expansion: charging of warehouse and storage and enhancing transport infrastructures.
Technological Integration: to fight corruption regarding the officials, increase transparency using the artificial intelligence as well as blockchain.
Modernization of FPS: such as POS system and digital payment, and improved inventory control gadgets.
The launch of the Anna Chakra and SCAN Portal marks a significant step towards modernizing India’s Public Distribution System (PDS). By improving logistics, streamlining subsidy claims, and ensuring greater transparency, these initiatives are set to enhance the efficiency of the world’s largest food security program, benefiting over 81 crore people. These reforms are vital for addressing challenges in food distribution, ensuring food security, and optimizing resources to reach the right beneficiaries on time.
