On April 21, 1947 Sardar Vallabhbhai Patel addressed probationers of Administrative Services Officers at Metcalf House in Delhi marking this date as the National Civil Services Day anniversary.
Patel called civil servants the "steel frame of India" during his address at Metcalf House to probationers of administrative services.
Official observance began in 2006.
