Prime Minister Narendra Modi laid the foundation stone for the Ken-Betwa River Linking Project, aimed at addressing the water crisis and driving development in Bundelkhand. This ambitious initiative is a key part of India’s National Perspective Plan, designed to enhance water availability, agricultural productivity, and economic growth in drought-prone regions like Bundelkhand.

Prime Minister Narendra Modi finally initiated the foundation stone of Ken-Betwa River Linking Project to control water crisis and uplift development of Bundelkhand.

The River Linking Project is one of the measures proposed in India under the NPP with three goals: water scarcity, agricultural yield improvement, and flood control. The definition of irrigation refers to moving water from areas that are in plenty to those areas that lack water with the use of canals, reservoirs and systems of storage. Formulated in 1980, the NPP has two components: including the Himalayan Rivers Development and the Peninsular Rivers Development containing 30 link projects identified.

Schemes incorporated in the plan include the Ken- Betwa River Link with goals of enhancing water supply for agriculture, hydropower, and economic uplift in areas such as Bundelkhand suffering frequent droughts. Lessons learned are ecosystem disturbance, community dispute, inter-state conflict, high costs, and seismic issues are some of the concerns.

Implementation success therefore needs adequate planning, stakeholder participation, and use of effective and permanent strategies. River linking, if managed to incorporate environmental and socio-economic factors with almost equal weightage, could usher in innovative means to meet water security and equitable access to resources for development in India.

Ken-Betwa River Linking project

Background:

  • Madhya Pradesh and Uttar Pradesh had made a memorandum of agreement with the Ministry of Jal Shakti for the financial year 2020-2021.

  • It is included in the National Perspective Plan of the river interlinking project.

Objective:

  • Transport water from Ken River to Betwa River, both are feeders to Yamuna river.

  • Infrastructure:

  • 221-km long canal with a tunnel of 2-km was proposed in this project.

Two phases:

  • Phase-I: The construction of the units of the Daudhan Dam complex.

  • Phase-II: Construction of Lower Orr Dam, Bina Complex Project and Kotha barrage.

Regions Benefited:

  • Twenty districts in Madhya Pradesh and three districts in Uttar Pradesh, known as the Bundelkhand area.

  • The project will help overcome the chronic shortage of water in this region which suffers frequent droughts.

  • It is planned that the construction should be completed within eight years.

National Perspective Plan (NPP) interlinking of rivers of India

Initiation:

Enunciated in 1980 by the Ministry of Water Resources with the Central Water Commission as the implementing agency; redesignated in 1987 as the National Water Development Agency (NWDA).

Components:

Himalayan Rivers Development

  • The newly conceived storage reservoirs proposed on the Ganga and the Brahmaputra major tributaries in India, Nepal and Bhutan.

  • Small channels to divert excess water from the eastern tributaries towards the west.

  • Peninsular Rivers Development

Four parts:

The Importance of River Linking Projects

  • Reduction of Water Scarcity: The transfer of surplus water reaches areas where water is scarce most effectively.

  • Agricultural Benefits: Out of all the factors that affect productivity, access to water enhances productivity most.

  • Flood Mitigation: Flowing water risks are minimized by extra water redistributions.

  • Hydropower Potential: The two examples of water distribution structures helpful for hydropower generation are reservoirs and canals.

  • Economic Development: Employment generation by means of construction and maintenance.

  • Conflict Resolution: Distribution of water fairly may help in solving inter state issues.

Issues with River Linking Projects

  • Ecosystem Disruption: Altering natural river courses and diverting water can disrupt ecosystems, leading to habitat loss, changes in biodiversity, and potential extinction of species.

  • Community Displacement: This research work points out that infrastructure development has a social cost.

  • Inter-State Disputes: Disputes over rights to water in one state by other states.

  • Financial Viability: Cost issues such as high costs and even costs overruns.

  • Seismic Risks: There is a realization that structures in seismically active locations cause added perils.

  • Maintenance Challenges: Neglect can lead to failures.

  • Community Resistance: Antipathy stemming from the effects it has on the physical environment and people’s sources of living.

Conclusion

The Ken-Betwa River Linking project as the project is to relocate water from Ken River to Betwa to solve water deficiency and spur development in the Bundelkhand region. Despite the opportunities that include water supply for irrigation, drinking water, and hydropower generation there are challenges like environmental disruptions, and displacement of community.

For the project to be successful the following aspects should be upheld: sustainable planning for the undertaking, an active participation of the community and ecological benches. If done sustainably, it will achieved the purpose of completing the growth of infrastructure in harmony with the environment as a shining example of how will India balance its water security issues.
